I haven't quite understood it yet either. It doesn't say anything about the two connections. At one end, it seems that the power bank is charged by the smartphone. So the phone is being discharged. But I usually only charge one device. I just always have to check that it is actually charging the phone. If you want to charge two, another power bank might be better suited.
