YES, you can. However, I would recommend another motherboard, as the processor socket is designed for Ryzen 2nd ger and you 'only' have PCIE 3.0 compatibility.

If you're putting together a new PC, just a quick note below, if you already have the MB, then just ignore my recommendation.

my recommendation would be:
AsRock B450 Pro4 (AM4, AMD B450, ATX)

cheaper and compatible for Ryzen 3rd gen

or:
MSI B550 A PRO (AM4, AMD B550, ATX)
Gigabyte B550 Aorus Elite (AM4, AMD B550, ATX)

a bit more expensive, but ready for PCIE 4.0
