Why does it say 1x for the number of people even though there are two seats in the car? I am looking for a children's vehicle where two children can sit inside.

It has two seats. According to the manufacturer it is designed for one person, but my daughter 5 rides together with my son. It's no problem and there's enough room when they're both small. I can really recommend this product.
