No, as far as I know only with Thunderbolt 3 and more.
The speed is relatively close to the maximum of 10 gbit/s. For me, the connection to the Internet, the server or the web browser is usually the limiting factor. Speedtest.net shows between 5-8 gbit/s. The device does get warm, but not excessively so. I would say under 35 degrees. But perhaps there are now more economical or cheaper alternatives

The power consumption of the device is in the range of around 9 to 10 watts under full load. This results from the power consumption of the Aquantia AQC107 chip, which consumes around 6 watts in 10 gigabit mode, plus around 2.2 to 3 watts for other components and voltage regulators, so that the total consumption does not exceed 10 watts. The device also supports the IEEE 802.3az energy-saving standard, which reduces power consumption when idle or under low utilisation.

The compatibility of thunderbolt/usb is one directional: You can use a usb (and of course a thunderbolt) device with a thunderbolt interface of a computer but not v.v. a thunderbolt device with a computer’s usb interface. I don’t know any device which is capable of usb and(!) thunderbolt protocol at one interface connector. The OWC adapter is a Thunderbolt 3 device at one end (and an Ethernet device at the other end).
The device only works with Thunderbolt. The connection is identical to USB C, but I'm afraid that the Surface doesn't support Thunderbolt.
