In the first version, a resolution of 1920x1080 was possible via HDMI, now 2560x1440 is possible, but unfortunately not more.

Yes, you can charge the device without any problems. However, Quick Charge may no longer work.
Works great with the Note 9 -- bought it and it works for me after I found confirmation on the net:

The Dex Pad is also compatible with the Galaxy S8, S8+, Note8, S9, S9+ and Note9 (update to Android Oreo required).

Yes it can.
Unless you have already installed the Android 8.0 Update.
Works pretty well.
Unfortunately, the Samsung Dex Pad only works with a Note 8, S8, S8+, S9 or S9+.

Yes, that is possible.
Of course, if a keyboard and mouse are connected and the TV does not have a higher resolution than 2K. However, not all apps on Android are optimised for DEX. Netflix, for example, does not run under DEX, or only in window mode.

Yes, if the Samsung Galaxy S8 (+) has Android 8.0 or higher, it is compatible.

Does it work with Galaxy S8? -> Yes
If yes what are the limitation compared with working with S9? -> I am not aware of any limitations
