I haven't seen it maybe there's an app for it. But in my opinion it's not necessarily because you have to charge it anyway. (If you track your pulse and use always on Display the battery won't work a hole Day!)

I have reduced everything to the minimum and manage just under 2 days.
It's a big step backwards from the Galaxy Watch, which lasted easily a day longer.
(after 3 years of use, that is).
But yes, newer doesn't necessarily mean better in all areas.
Bands that are specific to the Galaxy Watch 4 are recommended. This guarantees compatibility.
I have been using the watch for some time and am basically very satisfied. The only disadvantage I have found so far is the battery life. With normal use, it lasts a day, which is not necessarily long. But otherwise I think it's great. I haven't found any bugs so far.

Yes, you can use the watch without 4G.
I have the Bluetooth version, but I think the LTE needs an E-sim, so not a physical one.... You should be able to request the E-sim from your provider on the same number...
