Can anyone confirm 100% that the remote in the Harmony Elite package is the same as the Harmony 950? In other words, is it the same device?

Don't be silly. The Elite and 950 only share the design. Elite is a BT remote control, while the 950 is a classic IR remote control. The Elite has extra buttons for light control. The 950 also has buttons in that location, but not for light.

so Icome, may be late, but they are not the same devices.
