Can this be used together with the hub without wifi if you just want the light to come on?

The motion sensor requires the Tapo hub (e.g. H100) in order to function. It cannot be operated without the hub and Wi-Fi, not even to simply switch on a light. It is controlled via the hub and the Tapo app, so a connection to the hub is required.
