Can you use this network adapter to share / forward / Wifi transmitter an existing network that is received via LAN as a hotspot for other devices? Windows: Settings for mobile hotspot. Does anyone know of a cheaper option for this?

I have the Netgear A6210, and Windows tells me "Mobile hotspots cannot be set up".

so apparently doesn't work with all WiFi adapters?
Using a PC with Windows (or also Linux) as a hotspot or as a repeater is possible, regardless of the WiFi adapter installed.
E.g. Hotspot configuration: "Use the PC as a mobile hotspot" https://support.microsoft.com/de-de...
As a repeater is also possible, but the solution is not optimal (strong loss of speed).
If you want something better than the standard "Internet Connection Sharing" of Windows, you can also use additional utilities, e.g. Connectify Hotspot (for experimenting/testing, there is a "Lite" version that is free of charge: https://www.chip.de/downloads...).
