Addendum:
but the HP Tilt Pen (HP Tilt Pen) should also work with the Surface models. The pen can also be charged via USB-C.
The consumer series from HP - unlike the business devices - also uses NTrig technology and supports the Microsoft Pen Protocol (MPP).

However, since I have never tested it myself: Information without guarantee. But it should work!

No. The two products are not compatible with each other. The entire HP Elite series uses Wacom's AES technology, while the Microsoft Surface products use NTrig's digitizer technology.
