Well, that is a question of the connection technology.
For XGS-PON connections, which are still very rare, yes.
For other connections, it can serve as a router by plugging the modem into the blue port and configuring the box accordingly. However, the actual signal conversion (e.g. from VDSL or GPON) must then take place before the Fritz!Box.
