Question about Microsoft Xbox Play & Charge Kit (USB-C)

Hello, I have a small question, probably naive, but why doesn't my battery charge? I may have plugged the cable into the controller (which has the battery inside, obviously) but after leaving the controller plugged into my PC for hours, when I remove the cable there's still no semblance of a battery... how do I recharge it?

I had the same problem with a phone charger adapter...
On the other hand, it's OK on the console when it's ON.
