I only have an internet line of 7 Mbit/s download. Is a higher download rate possible with a powerline or does the powerline also draw from the internet line?

The powerline simply forwards your normal network via the socket. In other words, if you connect your Ethernet with 7 Mbps, it will not simply become more at the other end. It might be a little less, depending on the condition of your lines (loss). I hope I was able to explain this to you in a useful way. mfg
