Is it compatible with the Garmin Forerunner 965 watch? Unfortunately, Garmin does not have a heart rate belt for the arm.

Without knowing details about the Garmin 965, I would say yes. The 965 will certainly have Bluetooth or ANT+. With my Forerunner 735xt and then 745 it was no problem! So it shouldn't be a problem with the 965 either.
