The charger has 30 W. If I understand correctly, devices up to a maximum of 30 W can be charged. However, it is not a problem if the device has less than 30 W. Only more is not possible. Is that correct?

Correct. Just because the socket to which the Fast Charger is connected can supply 2300 watts (13 A at 230 V AC) does not mean that the device needs to draw all the available power.
