You clearly need a Hue Bridge to configure the Tap Dial.
For each Philips Hue light source, including the Aurelle, you can specify how it should behave after a power failure.
To do this, you need the Philips Hue app. Select your product under Settings -> Lamps. Then activate the menu item Switch on (light behaviour when switched on). In the next submenu, you can define the switch-on behaviour.

Switch and lamp communicate neither via Bluetooth nor via WLAN but via Zigbee. Either directly with each other or via bridge. Bluetooth is only there so that it can be operated with the smartphone without a bridge and so that the set-up is easier. Existing hue lamps (if powered) extend the range. Therefore I would try it via bridge. Good luck
