The reason for this is the manufacturer's decision to connect the second M.2 slot via the A620 chipset rather than the processor. This has the advantage that M.2 SSDs with a SATA interface can also run in it, but the disadvantage that it is connected to the chipset with only two PCIe 3.0 lanes...
