I can't say whether 19cm NT will fit. You would have to check with lianli. I think so. The NT can be mounted above or below, there is enough space. So I think it will work. It doesn't get too hot there either. If you want to be sure, mount it at the bottom.
Unfortunately, you can't get to the mounting points from behind. You have to take the board out. Or I haven't figured it out.
