Can the fan also be reliably controlled with a 3.3V PWM signal? Any experience?

Hello, I plugged it into a usb socket on my Android 5.2 volt car radio to cool my car radio's processor so that when I switch on the ignition, it works with my car radio. I don't understand your question.
