Can the notebook also be switched on via the station? So that you don't have to open the notebook to switch it on.

Unfortunately there is not much in the description, but this function certainly works best with HP notebooks.
Would it therefore be fully compatible with an HP ZBook 16" Power G11?

Yes, you can turn on your laptop using the docking station. But I criticise the lack of a real switch: the docking station stays on all the time.
