Does the card have a fan stop when it is running in idle mode, for example, and can the fans generally be controlled somehow?

Yes, you can use the Adus FanXpert software for fan control.

Personally, I've never tried to control the card. On the other hand...
- today my PC has been on continuously for 10 hours
- music, YT video + work (no games)
- current gpu temperature 38° / 43° (my case is well ventilated though)
- the card fans are switched off
So yes, there is an automatic fan shutdown function.
