Has anyone tried this screen with a Surface Pro 3? Is 4k with 60hz possible? Does it scale cleanly?

It works perfectly with my Surface 4 Pro. I use the Delock cable 83722 which is certified for 4K and 60 Herz. You have to switch the Philips as a second monitor so that you get the 4K resolution. However, in the display settings, you have to set "Change size of text and other elements:" to 125% or 150%. The less, the more likely it is that individual letters in Windows Explorer will be somewhat blurred. But my 400 franc PC graphics card doesn't do any better. However, a 27" monitor with 4K resolution is sharper with small numbers. At a viewing distance of 70 cm from the monitor, you can see individual irregularities in the text at this size even with 4K. This is not a problem with films, of course.

for office yes, but not so for games.
