Is it possible in my system : ASUS ROG Strix SCAR III - G531GV-AZ197T to use RAM bars with a clock frequency of 3200 hz instead of the original 2666 hz? Or are they downclocked for system reasons?

yes it is

Have the Xmg Ultra 17 (i9-9900k/rtx2080/2x32gb 3200mhz cl16

But you have to activate one of the xmp profiles in the bios (or in win).

Note that in win, half the speed is usually displayed, why etc would take too long, so at 3200mhz it says 1600.

I can recommend Crucial Ballistics or G-skill Ripjaws.
