Is it still the case with the current iPad (mini) models that GPS is coupled with the 4G chipset, so whoever needs GPS reception has to buy a (incidentally overpriced) 4G model?

yes, that is the case!
But if the function is needed, I wouldn't call it overpriced,
a good gps device costs its price right away and never has all the functions
of an ipad!
