Yes and no - the controller can be activated via Steam (just google it). If you want to play on other platforms, you need additional software. Google DS4Windows Github, you'll find the right solution there. Provider Ryochan/Ds4Windows. Download the software, install it and start it before you start the game. 

A USB cable for the connection to the PC is included.

Note, however, that the DualSense does not work. But it is only intended for PS5 functions anyway.
