When a new, revolutionary weapon appears in Gotham, a manhunt ensues among the powers of the underworld for the coveted object. Particularly within the community of thieves, the weapon is seen as a means to crown the new king of pickpockets. Naturally, Catwoman has her claws in the competition as well.
