What does used HP cartridges mean, just the packaging or could it be that the protective adhesive of the ink is gone or otherwise "used"?

My printer is called: HP Envy Inspire 7200e All-In-One series (bought in Switzerland!). I simply ordered the HP Original cartridges, which are compatible with this printer. This printer is listed on the cartridge box.

Not all printer models for which the No. 303 would work are listed here in the description...that's weak.
