5309031P7 is the same luminaire with the Bluethooth dimmer switch as a package. 5309031P9 is only the luminaire without the dimmer switch. Up to 10 luminaires can be operated with one dimmer switch. For more complex installations, the Hue Bridge is recommended. With this, up to 50 Hue luminaires can be operated via WiFi.

The same question has already been answered above. One lamp comes with a dimmer with which you can operate it, the other does not. If you are looking for a coloured lamp, I would rather recommend the following product: Philips Hue Argenta Base BT. I saw someone asking if it was possible to use a coloured lamp with Hue Runner - it ends up being much more expensive!
