If you are working on mac you can import it in free version, on windows you can't, you will need a Studio version on windows to work with xavc-s footage. you can always transcode it to another friendly codec to work in free version on windows but that is just another step in you workflow.
So far, upgrades between versions have been free. However there is no guarantee of this from BM; it's essentially a courtesy on their behalf.
The key I got was for v17 but it activated v18 no questions asked.

Well, with my dongle I was able to upgrade to Studio 18.1 without any problems and free of charge. You always have access to DaVinci via SD card or USB stick, but note that one of the two data carriers must always be plugged in to be able to access all Studio benefits.

According to some statements in the BM forums (to be taken with a bit of caution, because it's a forum) it was mentioned that with the 17 Studio you will also get the 18 Studio (Gold) (apparently so from 16 to 17 etc...)... But we'll know for sure when the 18 becomes gold, as I said ;)
