with notebook output HDMI 1920 x 1080 at 60 Hz picture better than with the cheaper model Samsung C32F391 (32", 1920x1080)? Mostly for internet, spreadsheets and text? occasionally video?

Since no real question was asked, I assume that you wanted to ask whether it is worthwhile...
If the notebook can only do 1080p at 60Hz, the monitor is "overkill".
The little brother (Samsung C32F391) is easily enough, especially if it's just tables and text.
