I can't say whether it works with Win7, I tried it with a MacBook Pro (2016 model, only has USB-C/Thunderbolt). Basically it worked, BUT: either you have full data throughput, or full power on the display. If any USB device is attached when starting the hub (has separate power supply), Kensington assumes that you want full speed there. However, maximum USB3 speed - 10 GBit/s, no Thunderbolt (40 GBit/s).
The Displayport connection then only outputs 4K in 30Hz instead of 60Hz. On the other hand, if the screen is connected before the USB peripherals, the data rate of the USB ports drops dramatically to USB2 "speed". Conclusion: Completely unusable.
