I use this SSD (4TB) as an external hard drive. On my other external Samsung hard disks, the encryption programme "T3 Security Enabler for Win" or "SamsungPortableSSD_Setup_Win" was pre-installed (practical, because it can be started from the hard disk). Is such Samsung software also available for the (externally used) 860 EVO Basic 4TB?

No, there is not, simply because this is not an external SSD by default like the portable Samsung SSDs. The EVO lacks this security chip which is a prerequisite.
