5800X also has 8 cores.
But they are all in the same CCX. Larger L3 cache.

With 3700X there are 2 CCX with 4 cores each. This causes latencies when they communicate with each other.

If you want to see practical values between these two. Then look at benchmarks of Ryzen 3300X vs Ryzen 3100, that should give you a rough picture of how much 5800X is better than 3700X/3800X/3800XT.

Better single core performance above all. But then certainly multi core as well. In short, everything a little better.
