I have the problem myself (Win 11) and unfortunately can't give you a solution right now. I simply bought a USB to LAN dongle and now do without the onboard LAN port.
I had a similar problem with an older motherboard. My solution was to deactivate "Fast Startup" in the Windows power options. During shutdown, the problem always occurred and after a reboot everything worked again. A reboot does not trigger "Fast Startup" and restarts, as was always the case in the past.
I don't know if it helps, but I had to install all the drivers from the Asus website because Windows couldn't detect anything.
Have you installed the LAN drivers? If so, try a BIOS update.
